In an electric fan oven when cooking a specific recipe at a given temperature should that oven reach that temperature given the 20deg. difference between that and a conventional oven? I bought an oven thermometer placed it in the Fan oven and
set the oven at 170deg C. the thermometer only reached 140deg. C. is my oven faulty?

Assuming the packaging means 440°F, no, that's not that insane. Casseroles are heavy, with a lot of liquid, so it takes a lot of heat to heat them up, especially if this is a frozen premade casserole. It is on the high side, so you might want to make sure it's not browning too much on the top (cover with foil to shield if necessary) or burning on the bottom. You can always reduce the heat partway through if you have to; it'll just take longer.
This is difficult without knowing what sort of oven you have but here are some basic notes that will help you get started.
Many modern ovens will alert you to when they are at temperature. Every oven is different. My oven takes about 5 minutes to preheat but my dad's takes about 10.
If your oven doesn't have an alert, - and, honestly, even if it does - you should get an oven thermometer so that you can see when the oven is at temperature as many ovens do not run at the temperatures they claim to.
If your oven doesn't have specific temperature settings, only levels, it's essential to get an oven thermometer. If I had to guess, I'd say that you'd probably want medium... or possibly medium-low but only a thermometer (or possibly your oven's user pamphlet) will be able to tell you with any reliability. Also, if you only have five options, you may not be able to get it to exactly 180 C but if you're within 5 degrees on either side, you'll be fine, just watch the clock.

So now you have the oven thermostat saying one thing and a thermometer saying something else. As other answers have said, that could be because you didn't wait long enough for the oven to heat evenly, or that the thermometer is not in a good location. If neither of those applies, the only conclusion you can draw is that one of them is wrong. In order to conclude that the oven is off, you need at least two thermometers. Of course, if you do that, you may find that all three disagree.
