Move the clean out trap up to where the right toilet is,right toilet to the clean out.
This will stop cross flow from too large systems.
This should reduce cross flush and vent clogging, I think.
This looks to be the easierest think to help reduce your issues but I dont know.
That 90 in the waste after you puzzle nut can't be helping either... how far does it travel before the main stack?

Not a plumber, just a dude with a internet connection so take my advice with a grain of salt.
I believe that your statement "the toilet is also supposed to apparently have a shut off valve" refers to rough plumbing and NOT the toilet. I am not aware of any toilet with a shut-off valve inside the toilet. If you don't have an external shut-off valve close to the external supply hose/pipe that connects to the toilet tank, you may not have a valve. In this case, the only way to turn off the water supply for the toilet is to find another valve on this system- most likely the whole-house valve, like keshlam suggested. It is unlikely that the shut-off valve is in the wall.

The main difference between this bowl and the "standard" one is that the waste goes out the back and then down rather than straight down:
(the red arrow I've added to this cross section).
In the UK all toilets (wall or floor mounted) tend to have this arrangement.
As far as everyday operation is concerned they're the same as the "standard" as it's the action of the water rather than gravity on the waste that flushes it away.
