A metal post was installed in concrete for a fence. There is an existing PVC pipe that controls the sprinkler that is now in-cased in the concrete that was poured for the post.
Can the concrete that was poured cause a restriction in the flow of water?
If so what can be used to prevent that from happening? What could have happened if I had full pressure before the concrete was poured and now I have very little after it was poured?
I'm not sure I completely understand what you mean by "twist." You mention a 45 degree bend. Is that the bend of the elbow? Why was a "twist" required?
At any rate, if it is holding, it will probably be fine under static loads even if installation was not perfect. However, a bad joint will typically only reveal itself under more extreme dynamic loads. Pressure spikes typically occur due to air in the line or water hammer. An acceptance test generally requires applying 150% of design pressure to the line and checking for leaks (that is, hyrdostatic water pressure, not air pressure.... applying compressed air to the line could be quite dangerous if anything fails). I assume you have no way to do that.
So, the best you can hope for is that your installation was adequate and followed correct procedure. At a minimum that would involve, deburring and beveling the pipe edge, applying sufficient amounts of cement to the pipe and fitting, ensuring the pipe is seated completely and uniformly in the fitting (fusion of the pipe and fitting typically only occurs right at the tightest portion of the fitting.... elsewhere, there is simply a mechanical bond that is weaker).
There is a tool that is made for cutting out the PVC pipe in a joint so that it may be used again. That tool may be useful to square up the end of the pipe in this case if you were able to hold the tool inline with the pipe while it shaves off the high part of the pipe. This is what one example of the tool looks like.
These are used to chucking up the tool into a good sized electric drill (AC powered is recommended). The round slug on the end of the tool keeps the cutter centered in the pipe so that the cutters will shave off the PVC pipe in the coupling. In your case this may allow you to square off the pipe in your drain if you can hold the tool steady whilst it shaves off the high part.
Note that not all PVC pipe shavers are suitable to your situation. Some of them do not have the same type of round slug as shown above. Cheaper ones may just have a thin washer style guide to hold the cutter centered in the pipe. Even the above tool type may not work in your instance if the non-square end of your pipe is too angled.

If the pipe was collapsed it could create an issue but normally it will have no effect on the flow pvc pipe is tough enough not to collapse even with several feet of concrete over it.
