The valve stem is broken off. I would like to find a replacement valve stem because removing the entire faucet is impossible without replumbing.

It's called nickel brass, white brass or nickel-plated brass. It's perfectly acceptable. The bigger issue in the picture is the copper fitting attached to the tank, it should be a barstock or brass FIP. A bar stock or brass fitting or dielectric union should be put in between any black iron and copper fittings. The tee looks a little odd. But if it's brass it should be fine.

If you have access, I would put in a new frost free (the valve seat is at the end of a rod.
This particular one allows you to thread it on, or solder it on. Lowes.
If you don't have a frost problem, this is still probably the easiest way to get the connection where you can work on it.
Note: Whenever I have to repair something, I also put in a shut off valve, figuring that if I have to repair it once, I will likely have to again.

There isn't any way to identify this exact valve but they are pretty much available in home stores. Turn off the water to that spigot and remove the top nut and take out the valve stem. Bring it to your home store or to a plumbing supply store and look for a replacement. This doesn't appear to be a regular gate valve so you have that going for you. It looks like you'd be able to remove that spigot and just replace it. You'd probably have to secure the pipe on the other side of the wall while removing the spigot.
