I live in a apartment. My neighbor who live upstairs, like to drag their chair and stomp their feet when ever their relative children come to visit them.

I doubt that scraping paint of the celling would upset anyone, unless someone has hearing devices on your celling :) I suggest that you scrap it off, clean the surface with bleach or something like that and then repaint it. But the real question is what is causing this mold? My first guess is that you are not ventilating, or not ventilating bathroom enough and this is causing humidity, leading to mold. If paint on the wall is washable, maybe you can go without scraping, just with bleaching and venting.
Maybe someone hit a drain pipe when drilling a wall anchor? That it only happens with the water off is odd, I'd just focus on finding the leak. The water is coming from somewhere.
I'd start by opening up any access panels you have to the upstairs shower. You're looking for blackened wood where the pipe enters the floor in the wall.
You're probably going to have to replace the drywall around the ceiling spot, you might as well open that up too. Try to drain the bubble by poking it in case it still has water in it. find the vertical source of the water that way- though occasionally water travels horizontally.
Follow the water. You make enough holes in the wall and you'll find the source.

Really really difficult. I had a house that I tried to insulate the noise from upstairs. I put on the upstairs floor two layers of 1/2 inch drywall covered with 3/4 inch ply (with no fasteners) and then carpet on top. It made perhaps 25 percent difference. If you were to hang extra layers of drywall on the ceiling, you would have to fasten it with screws and the trouble is if you drive any fasteners through your sound deadening material the sound just transmits through that "hard" point. Also if you have a recessed light or any light fixture creating a hole through your sound protection the sound projects through the hole and negates a large percentage of your protection. Bottom line, if you can't live with it....move.
