Maids took a globe off and instead of putting the ring inside the globe and screwing on they put on top and have managed to jam it up inside. I have tried needle nose pliers and started to unscrew the socket for the light bulb but was leery of getting it back to together. Can I break it with something? It is really strong. Any advice? Another thing that seriously needs to get corrected is the totally unacceptable workmanship of the wire attachment at the switches. The wire insulation should be right up at the screw head. The tail end of the wire should only extend out from under the screw heads by a very small amount.
If this wiring was prepared by someone that you paid to do the work you should take proper recourse to get them back to correct this extremely shoddy work.
If you have no recourse then you owe it to yourself, for safety and peace of mind, to get this mess cleaned up.
The switch specification calls for a minimum load of 40 watts (see page 2 of this). Apparently it does not draw power for itself directly from the source, but relies on current flowing through it to power the electronics.

Alas, the solutions are not wonderful:
- Add an incandescent or halogen bulb to the circuit, or
- Replace the switch with one rated for 0 watts minimum.
An incandescent will shunt most of the current when the switch is "off" so that the other bulbs will be dark without the incandescent being visibly "on".

Some fixtures are sold with a special tool for tightening those rings. You may check with lighting store to see if they have one. If you can disconnect the fixture and take it in the the store with you they may be able to get it off with your having to purchase one. It looks similar to this
