Does a Ratchet Strap rated at 10,000 pounds such as this one really have 5 times the pulling strenght of a "comealong" winch rated at 2 ton such as this one?
Ratchet straps are much cheaper, and a few feet of pulling is all I need.

You might be confusing rated working load with the actual ability to pull. The comealong has a much longer lever arm and is therefore better suited to manually pull loads. The ratchet strap, on the other hand, is intended for transport. It's designed to handle dynamic loading of cargo on trucks, etc.
The bottom line is that they serve different purposes and you should select the one that meets your functional needs the best.
I wouldn't worry so much about blades flying out, even when using a cheap harbor freight saw. What is more likely to happen is the motor will burn out quicker than a quality tool. I've bought many harbor freight tools for "time to time" use. I've got a drill press that's lasted quite a long while ... granted I only use it a few times a year so I got my money's worth.
I think you'd be fine with the cheap saw as long as you're not going to use it all that often. The blade won't come flying out but the motor will probably burn out and fail long before the DeWalt motor would.
Well, I don't think you will buy such thing again in the next years, so I suggest that you consider it a major purchase and plane for all reasonable usecases, not only for laying cables. You can use it later for all sorts of inspections - finding sources of noise, finding sources of leaks, finding clogs in ducts and sewers, etc.
I believe ability to take pictures can be worth it - you can post a picture here and ask if that's mold or you can send it to the utility company to convince them that it's a leak on the common property and not on yours or you can use it to post something really curious to your twitter/facebook/whatever account. You decide whether these usecases are worth considering and how often you might encounter them.
One very important thing is you have to actually test how the thing works. It may be that it saves pictures of infernal quality that can only be used as garbage.
