I have brass anchors like below in the concrete deck around my pool.
Today, when I was raising the inner screw to install the cover, the screw was being very difficult. Trying to raise it, the inner piece snapped. Now I'm left with a the inner piece broken and no way to loosen/raise the inner screw.
What is the best way to remove the entire device without damaging the concrete?
EDIT: Anchors were installed after the concrete was dry, so there is no conformance to the shape of the anchor.
We had an almost identical situation in a former garage that we refinished to be an office. Our contractor suggested this and we liked the result: he installed a piece of wood about an inch out from the concrete, putting insulation between them and keeping the wood a consistent and level height - a little higher than the concrete. I can't remember if it was pink fluffy insulation or spray stuff. Then a shelf about 6 inches out from the wall - nice and level by being a bit up from the concrete and supported by the vertical wood, and there's insulation under the shelf too. The whole thing is a good looking clear pine and is well varnished.

The shelf runs around the entire room and is remarkably useful for something so low. It hides all the lumpy bumpy aspects of the concrete and while it's not something you see everywhere, no-one has ever mentioned it so it can't be that unusual.
You should be able (with a cheap metal-drilling bit you don't love much) to drill those out and try again. Drill them out, use a correctly-sized masonry bit to drill the holes larger, vacuum all the dust out of the holes, and set new anchors. Perhaps set the anchors a bit deeper to compensate for the slight spalling at the surface here. You can use "hydraulic cement" to patch the surface, but don't expect the patch to take much of the load, so just put the anchors in a bit below the surface in the correctly-sized holes.
If you choose to abandon and move up the wall, that looks like plenty of room so that the old holes won't bother the new ones. Drill the anchors out and patch the whole area with hydraulic cement, in that case.

Being Brass, the anchor is nice and easy to drill, Just get a Steel drill and slowly drill into the remaining anchor. once you have drilled through 90% of the brass, take a long nose pliers and "implode" the rest of the material into itself.
