I have an outdoor deck that had the old green carpet truf glued down. I removed it some time ago and want to remove the adhesive from the concrete, it has the brushed finish so the adhesive is in the texture how would I remove the old adhesive with out using chemicals and scrapping?

Paint on a concrete walkway will never last very long, and adding sand would definitely make it chip faster. The correct way to do it would be to stain it. I would use a good stain instead of what you get at the big box stores. Then seal it. Concrete sealer you can get anywhere. You can add some sharkgrip to it for the non-slip you are looking for.
Tool rental places probably rent concrete grinders for big jobs like refinishing concrete floors and then you can use a sander that get get into corners.

You can probably rent one or both of these, depending on the amount of glue. If it's just spotty you can probably use the hand sander.
Like I said, these are for professionally prepare floors for concrete finishing. If it is thin you might try belt sander or palm sander, and buy a sampling of sand papers and see which works best.

I think your best bet in this case is a pressure washer. If that doesn't work by itself you can put some solvent on it to soften it up, let it sit a few minutes then pressure wash.
