The previous owner of my house had a sprinkler system installed and had it run off the main water supply in the house instead of a separate meter. I had a new meter installed, so I do not have to pay sewage on my irrigation water. Now I have a pipe sticking through my foundation that has been cut off and capped on each end. It is not needed any more. If I remove this pipe, what is the best material and process to use to fill the hole in the foundation?

Let's not over complicate this little project. I have seen these open sump holes hundreds of times. I am absolutely sure there are no structural issues here, how long has the house stood without concrete in the hole? There was probably not a concrete floor when it was built and for many years after. If you want to simply keep stuff out and hide the dirt then let's do it simple. Dig out to about a total of 4 inches below your water pipe and valve. Mix up a small bag of Sacrete concrete mix and fill the hole to about 1 inch under the pipe. Float it smooth, you're done. There is no need to get carried away with a special base etc. The size and weight of the concrete patch is negligible as far as settling or shrinking is concerned. Get the stuff and be done with it in an hour!
I would chisel out around the pipe a little about 1/4" wide 1/2" deep. clean it up good. Pipe and concrete. Then use a concrete sealant. $75 is overpriced.
This is under $10 and makes a flexible water seal.

If it's not a huge pipe, hydraulic cement would probably do the trick. Hydraulic cement is designed to expand as it cures and is used for reparing foundation cracks.
