Let's say I have a 5" piece of rebar in a rooftop that's exposed to the elements (ie.sun, rain, salt air, etc). After some time it will be covered in rust and pieces of rust can be scraped off.
Let's say I cover this piece of rusted piece of rebar with regular concrete. Will this stop the corrosion?
Seems that steel beam is sitting on a wall which is sitting on a footing so at best I would think you want to mix up some mortar and cover that crack so the inspector does not see it because it seems to be cosmetic to me. It looks like the house settled and you need to keep water out now
I would use the HRWR admixture to help seal the concrete. Alone, it might not be the best roofing solution, but it's well worth the minor cost for the extra protection.
The biggest problem that I heard was foot traffic. Normally I would recommend EPDM, but I'm not so sure about foot traffic. This sounds more like a terrace, in which case, silicone cement is most commonly used.
However, something like a layer of asphalt would be more durable. This could be layered over steel. I would consider using coal tar (sealer) on top of the asphalt (which works better than bitumen/petrol tar) for shedding water. However, using coal tar is against roofing codes (causes cancer) in most of the world.
But one alternative that was not mentioned would be a green or living roof. I don't really know much about the materials involved, but in a tropical climate, it might be best to just go with the flow (in a sense). Fighting the elements can sometimes be harder than working with them.

No.It will continue rusting and the volume of the corrosion products will crack the concrete. New unrusted rebar will rust ( in concrete) but at a lower rate than your "prerusted" sample. Best practice is to epoxy ( or otherwise coat ) new construction. Stainless rebar is occasionally used. Bridges are a very severe service for rebar corrosion ; rebar in locations where the concrete is never wet do not have corrosion problems.
