This morning I found myself locked out of my garage. My interior wall opener isn't working and neither is the remote. The light on the interior pad is out, suggesting a loss of power. Unfortunately, my fuse box is inside the garage, and I I have no way of entering unless I can disable the opener and manually open the door. How in the world can I do that?

It sounds like the controller needs to be reset and the remotes reprogrammed. Usually this requires physical access to the opener, but if you have a hardwired remote it might be possible to pair it via the keypad. Check the manual for your opener.
But back to the problem of how to open it. If the garage does not have an alternative access there should be a manual cable release which disconnects the door from the opener chain so that you can manually open it. Often this is in the form of a small key near your garage door. With the key you can open the lock and pull the manual release.

If the installation was done correctly, you have one of these you just need to find it. If you don't have the key a locksmith should be able to open it for you.
If you do not have a manual release then I think you will have to resort to breaking a window.
It sounds like the chain might not be on the sprocket that drives it. Get up on a ladder and look at the top of the unit. You should be able to easily see if the chain is off the sprocket. Try running the opener while you are up there too.
If the chain has come off you will need to loosen the chain tension, place the chain back over the sprocket and tighten it to the correct tension. Your user manual should have details on how to perform this but usually there is a screw you adjust on the trolley that controls the tension. Make sure to disconnect your door from the trolley before you do this.

Some models include a lock cylinder on the garagedoor. Typically it is in the top panel. Insert the key (hopefully you have it) and the lock should come out when turned. A length of cord will be attached to the back of the lock. Pulling the cord releases the door from the opener and allows it to be opened manually.
