Can I replace the existing slab door from house to garage that is 1 3/4" thick with a door that is same size but only 1 3/8" thick? If so, what modifications do I need to make to the door frame if any?

You could probably build a simpler version pretty cheap.
Also if the doors are large enough, and you are ambitious enough you could put a smaller "man" door in one of the doors. That way when you go in and out you don't have to open the large doors, but you still have the large doors for getting large projects/lawn tractor in and out.
It will often cost less to replace the door and frame as a unit. Custom-fitting a door is a fussy process. A pre-hung door and frame as a pre-matched set is a factory-built item. If you can get over the horror of ripping the frame out, it's generally faster to complete the job, as well.
However, if your doorframe is an architecturally significant old thing, replacing just the door may be the better approach - most new doors & frames are best for replacing cookie-cutter ticky-tacky doors and frames as found on many, but not all houses; they will look just the same, in most cases. [pun intended - RIP, Mr. Seeger]

You do not want to replace a 1 3/4 inch door (which is presumably a solid core door) with a 1 3/8 door of any type. The reason is that fire codes require a door with a fire break rating between the house and the garage. Fire break doors are generally 1 3/4" thick for standard doors.
Many homes now days may even use a steel clad door in this application instead of just a solid wood door.
