I'm replacing the hinges on my cabinet and this hinge won't allow the cabinet door to close tight. It appears the hinge is rocking on the cabinet face when I try to push the door tight. I've tried a couple different hinges without luck.

It looks like a lockring is used to hold the screw in place. You'll have to hold the screw still and rotate the lockring, or vise versa.
Using a flat-head screw driver and mallet, is a common way to rotate lockrings. Though, you'll have to find a way to hold the screw steady, while you bang the lockring free.
- Place a flat-head screw driver blade against one of the sprockets of the lockring.
- Sharply rap the handle of the screwdriver with a mallet.
It's possible that the lockring is made of some type of softer metal, so grabbing it with pliers could easily damage it. Using a screwdriver and mallet applies force only in a useful direction, whereas pliers apply non-useful forces required for gripping. These non-useful forces may damage the lockring.
To try to plug that for the sake of getting better grip for the screws, will not be worth it.
Others may not agree but I would not hesitate to use a self-centering bit like a Vix bit and drill the new pilot hole where the hinge dictates- right at the area where the plastic and wood meet. The wood will be hard enough to hold the screw, and what little grabs the plastic insert will add a little more hold, and compress the plastic in tighter.

It looks rather like the door is interfering (touching) with the frame somewhere. Watch the door carefully as you close it and see if it touches anywhere. Even a slight interference can cause that issue.
This can sometimes be corrected by adjusting the hinges. If that does not work you may need to add a spacer behind the hinge, maybe a couple of washers, to offset the door a little from the frame on the hinge side. That should provide enough clearance for the door without being overly noticeable.
