We have this in the washer dryer area of our Mother-In-Law. When we moved in no washer dryer was present. I sort of suspect it's some sort of drain hookup because there is no drain. Does anyone know?

I think the best way to prevent water issues would be to move the outlet and/or valves. If that is not preferable, at least ensure that the outlet is protected by a GFI, or install a GFI receptacle at that location. You could also use a weatherproof "in-use" cover. Keep a close eye on your hoses and valves and repair at first sign of leak. Turn those faucets off when you go on vacation.
There is a plug below the floor drain. This is why when the washer drains it backs up. Soon it will start backing up when you take a bath. The reason it got worse is the land lord knocked more debris into the plug and it is draining even more slowly. A long power snake is the best way to clean these problems as it will get worse with time, drain cleaner may help but I wouldn’t count on it. (I say it will start backing up with a bath, this depends if the bath is on the right side of the plug).

It looks like a drain clean out port.
Do you have a hookup to water for a washer? How about a vent for the dryer? The cap looks like it's been pushed in after the painting took place. Did you try to remove it? It could be a cleanout cover plugging a dryer vent...
