I would even be willing to go side by side but I would like to stay with the four gang sizes.
I am hoping this would pass code and would prefer to stack so if there is someone that knows if it is okay or if it is okay with workarounds – I would love the input.
My family and I are putting in electric boxes in SIP walls and that is no fun to begin with much less start down the wrong path, scoop out and have to put foam back in.
It refers to the width of the box. A 1-gang box is wide enough for a switch or duplex receptacle. The idea is that you can "gang" up electrical components in the box.
I'm not a fire expert, but I doubt fire will actually spread through the conduit. Toxic fumes, sure, but not fire (unless the conduit is really short). Flames will, however, quickly jump through a hole in a 1 1/2" - 3" thick barrier.
If you really want to take fireblocking to the extreme, you could seal the ends of the conduit around the cables with fireblocking material.

I don't see why it wouldn't be allowed under code, but any question like this can only be answered by your permitting authority. My experience is that inspectors are happy to answer such questions.
