My Furnace is a high eff furnace with a power vent. There is a gurgling sound in the power vent pipe, when it is running. I noticed that the vent slopes up then has a 90 elbow then slopes down before it goes outside. I suspect water is being trapped should i fix this so the water flows back to the furnace so it can go into the drain.

That pipe looks like an air intake.
All "direct vent" style appliances (high efficiency on-demand water heater, gas fireplace, etc.) have an isolated air intake and it is common to have it suck in air from outside the building so as not to force air infiltration through doors, windows, etc.
Indeed, that is ugly. Our fireplace and tankless water heater have something far more elegant:

Couple options come to mind:
- Change the fan.
- Change the fan speed.
- Change the fan connection to the vent.
- Dampen the vent.
- Change the size or length of the vent.
If you can't or don't want to change the fan, then try dampening the vent by clamping it somewhere to the building structure and possibly adding some padding or pipe insulation where it makes those connections. This changes the resonance length without changing the actual length of the pipe.
If dampening the vent doesn't work, then you can change the length of the vent. You mention that you can't make it shorter, but perhaps you can make it longer, or larger. Check the manufacturers requirements on the maximum length, number of elbows, minimum size, and required slope before making any changes like this.

There should be a slope so all the water can drain. With enough water in the pipe to gurgle the back pressure may cause the system problems including shutdown and early fan failure.
