I have a 25 foot 16/3 extension cord. The instructions say it should not be stored outside, but it doesn't say why. I would like to store it out in the open under my carport. It would not get hit with rain or much direct sun, but it would be exposed to wind. It would not be left plugged in (although incidentally I don't understand why this also isn't allowed).
Is this safe, and what is the actual reason for preferring to store it inside?
Extension cords that are not listed, labeled, or rated for permanent (long term) use are all temporary wiring devices.
If you need to permanently connect an electrical device, you should use approved wires and/or cable assemblies installed in an approved manner.
There are many reasons to not use extension cord or plug strips for certain applications. But setting those aside and assuming you understand the ins and outs of proper extension cord applications....there is a sane way to deal with the situation of the "tight spot".
Assuming you purchase a reasonably decent extension cord such as:
Do not cut and try to splice back together the cord itself. Instead cut off the end of the cord right at the plug...
Now feed the cord through the "tight spot". Then provide a new end for the cable by attaching an appropriate replacement plug assembly.

Water, extreme temperature fluctuations (+-30°), and direct sun exposure can all damage the insulation of the cord. If you live where wind driven sand/snow is a thing, you might have problems. The contacts can be corroded if exposed to water, and very moist air (especially if it's moist salty air).
Inspect the cord for brittle, cracked, torn, or damaged insulation before each use. Inspect the contacts for corrosion before each use.
