I’m replacing my light switches with Lutron Caseta switches. When I pull the old ones out I noticed they don’t have grounds. The box they are in is plastic. Is it okay to not ha e a ground in the new light switch?
Also are there switches where the wire is part of the switch. I loosened the screws but the wire wouldn’t come out. I’m assuming it’s attached to the switch itself and that I’ll need to cut the wire. 
You could either use a self grounding switch, or use the other grounding screw to attach a pigtail out to the new switch.
To create the pigtail:
You'll need to do a bit of digging and wirenut a pigtail on that ground, but yes, that is a ground and should be used to ground your switch, as well as the box if it isn't already hooked up to said box. All metal things associated with a circuit hook up to the circuit's ground wire, by the way, so you can still hook onto it if it's grounding something "down the line" -- as long as all the cables coming in are connected to it, all the downstream boxes and devices will still be grounded.

Yes, they should be grounded. You have ground wire in the box. Just twist some bare copper on to it for each switch and then nut it off
