So my builder put in a low voltage mounting bracket, and I want to pull the thing out to put in a Powerbridge unit.
Does anyone know if I can just pull out the mounting bracket, or is it screwed into the stud somewhere?

Ceiling fans, when properly mounted, are put on specialized mounting/junction boxes that are especially strong, have a very secure mount for the fan and are hard screwed into a beam or stud.
What you have there looks like a pancake style fan box. See this example:
Every junction box has threaded holes for mounting fixtues such as your track lighting base. The studs in your picture appear to be the bolt holders for the fan. If they are stripped, it is not safe to hang things from them and oversized bolts are a risky work-around.
It may be that other screw holes in the bottom are properly threaded for standard fixture mounting. Check them using the bolts that came with the fixture. If they are not (and there are usually several unthreaded holes in junction boxes), you should probably replace the box with a new one with intact mounting tabs/holes.
It was not particularly clear from your posting just what this 1x4 is in the wall. If it was flat to the back side of the drywall surface and went up at an angle in one direction and down at an angle in the other direction then this is a big problem. In this case this 1x4 is a cross brace installed in notches across a batch of studs. It's purpose is to triangulate with the studs to stiffen the building structure and keep things square. This would have been something that should not have been cut. Instead you should have moved your hole over and patched over the first hole.

Mine are screwed into a stud. It looks like there are coax cables in there and this plate is the access point. There some other cables in there too, might be alarm cables. I'd put a cover over this and mount your powerbridge somewhere else.
