I have a Panduit ldp5 I'd like to mount on a baseboard. As you can see from the photos, the path above the baseboard is blocked by an existing outlet and further down, by a radiator. The box fits nicely on the baseboard and the raceway blends. The only downside I can think of is that the outlets will be low and perhaps more prone to being kicked or scraped by furniture.
The raceway is for 120V electrical outlets.
If you're just using a regular outlet as you suggest behind the TV, then my suggestion would be to supply it like a regular outlet.
If there is another outlet nearby (directly below would be ideal), fish a wire to it, and attach it to that circuit.
If there is unfinished space below, you can get a wire down there (use a long "installer's drill bit") and then it should be relatively easy to find a circuit to attach it to (or just run it back to the panel).
I'd be nervous about any contraptions that attempt to get power to this circuit otherwise. You absolutely need to have a male end in the wall, as a male-to-male extension cable is dangerous to have.
The best thing I can think up totally as a DIY without requiring real hard-wiring would be to get a blank faceplate, and put a square hole in it, and then mount an IEC 320-C14 connector in it (eg. from digikey).
Then you can just use a standard C13 cord (like the kind used to connect most computers, TVs, etc) and plug it into a surge protector or UPS or whatever.
IMO it makes absolutely NO sense to use an existing circuit, especially considering how taxed they are. As long as your panel will accept tandem breakers what is the issue? Also, with a house of this vintage I highly doubt the wiring is grounded, which you cannot extend. And do not assume if the wiring is old AC/MC cable that it is grounded, much of it from that vintage is not, regardless of the metallic sheathing. The only metallic wiring like this that can be used as a grounding conductor is that with the think aluminum bonding strip running along side the insulated conductors. Besides, you never know what you might use this new receptacle(s) for. Don't think you'll never use it for anything more than a laptop charger.
Also, you re-purposed the old A/C circuit for a dryer?? Was it at least 10/3 cable? If not you have a non-complaint and potentially dangerous circuit if used for a 120/240V electric dryer.

Article 388 sets out the usage conditions for non-metallic surface raceways such as yours, and I seriously doubt that being at a baseboard is going to subject your raceway to the "severe physical damage" mentioned in 388.12 point 2. Considering that it's an exposed application, indoors where temperatures are presumably benign, your raceway is UL listed for power service (to 600V no less), and not subject to any other significant restrictions from Article 388 (definitely not hazard classified or in an elevator hoistway!), you are good to go running 120V power wires through this raceway setup. One note though: you will want to run individual stranded THHN wires for hot, neutral, and ground in the raceway instead of a NM cable -- NM doesn't go around your average raceway elbow well at all.
