I want to increase the range of my router on the upper floor, for gaming in another room. For this, the cable will have to run alongside metal stair railing. Will this cause interference? Will the use of STP/Coax cable reduce this interference? Secondly, the cables are gonna run outside the wall below electric sockets(about 24 cm away), will there be any problems due to this?

If you just want to extend your network you can use your existing electrical system.
This is called power line ethernet You get various version- The simplest being point to point. and more complicated ones that allow for mulitplexing/switching across several units like the one in the image below.

Cable is ALWAYS allot more reliable especially if you want to use it for you home multimedia systems, like streaming HD movies from a NAS, playing world of warcraft with ultra low latency so you don't get owned by a noob because of lag. Wireless is good for watching youtube on your smartphone, placing orders from your fridge or letting your guests leach some of your bandwidth. (Trust me- I had Wirless N on my media centre that was 3 meteres above- put in a 100mb cable and now i can watch movies without stress)
Obviously running LAN cable is the cheapest option - I would suggest using some cable conduit.You get various sizes and shapes - and you paint over plain ones if you want to camouflage them into your wall.
But be careful not to land up with something like this.. it is easy.

Coaxial cables are good for pretty much any resolution. So a full HD security camera will probably be fine over your existing coax. After all, your HD television signal probably arrives via coax to your TV or STB.
What you will need at the other end of the cable is a receiver that can record full-hd images at a reasonable FPS over the number of channels you have active. If you have HD cameras and a recorder that can record your HD images, then you should be good to go.

Metal parts of the structure, such as stair railings, don't generate any interference at all. So there's nothing to worry about there.
Running close to the power cords won't cause any trouble at all. Long runs that are very close to cords / cables carrying high current may cause trouble, but not the setup you're describing.
