How much weight can 20 ft. 1/2" pex-b tubing support when using it as framing for hoop shed considering I intend to cover it with 2 layers of light- medium duty tarps and I want it to stand up to rain/wind and light snow in the the winter.

I'll have 10 20' pieces of tubing along the length of the hoopshed very 2 feet with 3 perpendicular pieces connecting the hoops.

The roof loading transmits straight down, so the shorter wall and the taller wall will be bearing exactly the same roof load. Shed roofs can leave the structure a bit more prone to racking, which is basically the tendency of a square to deform into a trapezoid:
You'll be fine if you do a couple of things. First, sheath the walls with 4' x 8' sheet material (i.e. OSB) and not long boards. This is the best anti-racking measure. Second, secure the bottom plate of your walls to the concrete slab with concrete anchors. The ones I like to use for existing concrete are wedge anchors or hammer-drive pin anchors. Finally, given your dimensions you will probably want to put in rafter ties that run level from the shorter wall to the taller wall to give a structural triangle:

Insulated sheds get cold inside, moisture condenses. Water can even freeze.
As my boss found out with his boat. Insulation just means that cold nights make the interior get progressively colder and not get any thermal gain during the daytime, unless your floor has surface area that transmits enough ground heat. And if you forgot to drain the engine block... Bad things happen despite that insulation.
Once you have heat, a little ventilation as necessary to remove moisture given that it has a good floor that prevents water wicking up into the interior space will help.

Virtually none. It isn't just about the strength, but the stiffness. It'll flop around like a fresh fish. Take it from someone who has done something similar with 3/4" PVC conduit and found even that lacking when a foot of snow landed on it.
