My kids destroyed one of their tennis table caster wheels. Parts of the wheel mount are stuck inside the leg. Is there a way to adapt another wheel? For instance, mounting the wheel externally? I don't need anything beautiful, just something more practical than having loose parts wandering on my garage.

An easier method to using dividers is to get a piece of string, wrap it around the circumference of the table surface, and mark the and where the string meets itself. Measure the length, divide by 3, then mark off the thirds on the string. Put the string back on and use the third marks to find the leg positions. It's not as exacting as @woodchips method but it's faster, you don't need special measuring tools, and it's probably good enough for your purposes.
Of course you could just eyeball it, you'd be surprised how exact you can get it that way.
Per the question, I used Minwax until it faded, but it was still quite obvious and visible (close to the last pic in the question post).
Then, taking a page from the "mayo and ashes" tip, I mixed 1-part mayonnaise (Hellman's) to 1-part baking soda (not baking powder; I used Arm & Hammer brand) as a cigarette ashes replacement. I rubbed the mixture along the grain directions using a paper towel and some pressure.
The stain faded, then vanished. The resulting wood is smooth, and considering the baking soda is abrasive, appears unscratched. After wiping off the mayo mix, my table may smell like a turkey sandwich, but it's beautiful again.
Now all I have to do is polish off all the Minwax buildup from my earlier cleaning attempts.
I would never have thought of going with the grain had I not spoken to the lady from Restore and Adore, and had the baking soda idea fell through, I would have gone with the "last resort" 4 0 steel wool with a lot of Minwax applied.

If you have a right sized hole saw or a dowel you can shove in there, up to the screw then you can put on another caster on or the old caster if just its mounting was broken. If you don't have those, then a square peg in a round hole will do the same.
With those wood options it would be best to have pieces long enough to go past the screw above, so you can drill a hole for the screw to go through & be Support 1. Support 2 would be a metal plate at the bottom of the wood to shoulder on the leg's tube.
3rd option would be to use just a thicker metal plate on the bottom & fill the tube with washers the height of the caster's stem...if the caster has a hog ring or C clamp atop the stem, your top washer would need to be snug to the stem's diameter.
4th & easiest option is to get a new cup-mount caster. The cup just slides over the outside of the leg's tube & can be glued or drilled & screwed on.
