We are installing carpeting and purchased felt pad for it. Using a utility knife, though, even changing the blades frequently, we are having a really hard time cutting it.
Is there a tool, technique, or better knife/blade that we should be using for felt carpet padding?
I'd recommend putting the tack strips in after the wall. That way you can put shoe molding over the edge. The one time I ever replaced carpet I cut it with a multitool knife blade and I didn't need any specialized tools to get the new carpet down.
Have you considered one of the portable workbenches such as the Workmate?
They fold to a pretty small package and come in a variety of sizes and prices.
Black and Decker used to make several Workmate vises in a benchtop and toolbox version such as these
They appear to be discontinued. I found mine at yard sales, but they show up online occasionally.
If one of these suits, you may be able to continue to use your preferred tools.

Take a 2x4 or other long straight edge, and stand on it to compress the pad and stabilize it, then use your utility knife to cut it.
