It has just recently started raining where I live, and I am new to this house. When the rain ceases and the water is dripping from the gutters through the drain, I can hear the dripping from inside the house. It is REALLY loud and is driving me crazy. The gutter drains are right outside my bedroom and the living room, so getting away from these areas is not an option.
Is there a way to get rid of (or greatly reduce) the dripping noise?
During construction of multi-unit dwellings, we install homasote on top of the subfloor (in the unit above yours). In the ceiling, we will add a layer of insulation. And then before installing the drywall on the ceiling, we would install resilient channel that keeps the drywall from directly contacting the joists.
Your options post construction are very limited unless you want to replace the ceiling. Ear plugs, fans, white noise, etc, may be the best you can do until one of you moves.
Edit: If you have option to rearrange your floor plan, I'd move your bedroom to be under another bedroom instead of a living room.
Sounds like either the gutters aren't secured tight enough, or you don't have a drip-edge flashing between the roof and gutter. The drip edge deflects water out and away from the house trim and into the gutter. You install it under the shingles, pulled out slightly from the trim, and secured with roofing cement.

I'm surprised the dripping is that loud but there is a simple solution. Drop a some rope, such as heavy sash cord, down the drainpipe and attach top end in such a way that at least a couple of inches of the rope is sitting inside the gutter itself. The way this works is that the water will tend to run along the rope, which should ensure the water runs along the wall of the drainpipe instead of falling through the air.
