Making an 8' clothing rack in the basement. I don't want to weaken the center support beam which is made up of 3 2×10". Would it be safe to secure the pipe flange with 2 1/2" #14 screws into the bottom of the beam? Thanks in advance..

If what you're saying is the tub will be on top of 2x10 at 16" on center spacing, with a span of 9 feet between bearing points that continue down to the foundation, you'll be fine. A drawing of the complex framing you seem to have would help out immensely. I still recommend doing the drawings and getting permits: I have a lot of experience framing houses, but I'm not an engineer. You can find span tables online that can help you determine weight allowance for framing members.
FYI, the 'average fill' is probably based on the displacement of two people in the tub; even if you could fit more water in, you'll probably want to only fill it halfway before two people get in.
You're using the wrong type of screws.
It should be a #7 Pan-Head
And Not the self tapping. The self tapping is good for thicker metal studs but the the sharp tip works best for those angle shots you're having trouble with.
Use #8 self tapping for the tougher thicker steel studs

This will be absolutely fine. People put screws into beams all the time. The fibers that run along the beam will barely be broken by this. (Notches out of the beam interrupt the fibers, which makes them another story altogether.)
You might want to predrill with a small (like 1/8") drill bit to make your life a little easier.
