The freezer is old, but I am a renter so I couldn't say how old. On the back there is a sticker that says “HUAYI B43CB”;
It has been stopping intermittently for the last week, and in the last two days it has not come on at all. Everything is now room temperature. It dosen’t have a light, but it is certainly plugged in and switched on.
Looking inside I see that one of the pipes in the shelf of the freezer is broken;
Is this why the freezer is not working? Can it be fixed?
Another option is an inline thermostat that will literally cut off all power to the frig once the temp drops below a certain point. That will prevent it from running when the temp is so low it could damage the frig. Something like this:

That won't prevent everything from freezing if the cabin is 10, but will save the frig. This also has the advantage that when the temp goes back up, the frig resumes normal operation. Said another way, this is like unplugging the frig, but plugging it back in so the meat won't spoil when the temp gets too high.
It is possible that you have a bad outlet before the freezer. Many times contractors use the push in connectors on the back of the outlets called "stabs" (I think they should be outlawed). These knife edge connections don't do well with loads like freezers because they draw a large starting current. Start by checking the outlets close to the one that powers your freezer since you just replaced that outlet. There are usually several outlets on the same circuit the problem could originate from a working outlet that the load side stabs failed. I work my way back to the first working outlet on that breaker check it, then check the next one that is dead. It has been this almost 100% of the time. I have repaired well over a hundred over the years Only 1 or 2 had loose wires at the breaker and there one that the outlet was covered with sheet rock. If you don't find it you may need to hire an electrician that has a through the wall scanner to find breaks behind the walls with a tool like a Greenlee CS800 but these are expensive and not something a home owner would use very often.

That broken pipe has let all the refrigerant escape, so it will no longer work.
Compared to the cost of a new one, the repair will likely be more expensive given the time, tools and materials involved.
