There should be a couple of threaded rods that are screwed into the body of the tap and stick out about an inch, pointing the same direction as the hoses. There should then be a rubber washer and a steel washer in a horseshoe shape with a couple of holes in them that slide onto the threaded rods from underneath the sink. When you tighten a nut on each of the rods, the washer clamps the tap onto the sink.
If yours are missing, you might search for a "monobloc tap fixing kit". Here's an example for illustration but you'll need to make sure you get one that fits your tap.
You've got a bad valve causing the water to stop. You may be able to only replace the cartridge/valve inside the faucet to solve the issue, but keep in mind that this could also be the shutoff under the sink. As user663387 says, the banging sound is water hammer, but I suspect that's an effect rather than the cause.
It would be very non-standard to raise just sink, and probably more expensive unless the stove is involved.
The cabinets are just screwed to the wall. If you take everything apart you can just raise everything 2 inches or whatever you want. The trickiest part is the drain. You will have to remove a section of the old drainpipe and put in a longer section. Also, the water cables (which are flexible) may or may not have to be replaced with longer versions depending what is there.
If there is a gas stove involved, it could get complicated.
