Replacing a ceiling fan with a fan with no light. Want to add 4 recessed light cans. The new fan only works with remote so no switch needed. Can I wire the recessed cans to the same fan wire (2 wire romex)? Can I just connect the black with black and white with white and add a dimmer switch for the recessed cans?

At the Light
- Connect the white wire that leads to the recessed lights, and the white wire from the fan/light to the white wire in the ceiling box.
- Connect the the black from the recessed lights, to the black ungrounded (hot) wire that's controlled by the dimmer.
- Connect the red wire from the fan/light, to the red ungrounded (hot) wire that is not controlled by the dimmer.
- Connect all the grounding conductors.
At the switch
- Connect the LINE wire (probably black, but depends on manufacturer) from the dimmer, in with the black wire from the feeder cable.
- Connect the black wire from the armored cable, to the switched (probably red) wire from the dimmer.
- Connect the ground wire from the dimmer, with the other grounds in the box.
This should allow the dimmer to control the recessed lights, and the remote to control the fan/light.
Of course this assumes that power comes to the switch first, and one of the wires in the cable is always hot.
Based on the info you've provided, it should look something like this.
According to the documentation for the dimmer, the black lead is LINE and the red lead is LOAD.
You have this right-on-the-money, save for one thing. I'd pull a 14/4 instead of the 14/3 -- that way, if you want to have two separate switched hots at the fan location as well as a switched hot for the cans, you can do that. Copper is cheap compared to the hassle of re-pulling wires!

perhaps you need to think this through a bit because ultimately you know (or will know) the wiring better than us.
In USA... Black "should be" HOT. White "should be" NEUTRAL. There should be a ground, you should use it. With that out of the way (noting that these are not always straight forward facts)...
Where does your supply come in? How do you intend to switch the lights on and off? If the supply goes through a switch, and your fan is currently wired to it, what do you suspect is going to happen when you switch that switch for the lights? (the fan will go off).
If the FAN has a remote, then it doesn't necessarily need a wall switch (but personally, I'd keep one anyways), however the lights will need a switch too... Right? You would need to add a switch for the lights. You can re-purpose the existing switch, but you'd still have to run a always HOT/NEUTRAL/GROUND to the fan (from a supply).
You have not mentioned how you intend to control the lights. If the supply side goes to the fan, then to the switch and back to the fan, then you can add lights off of the fan box provided you do not overload the box, or the circuit. If the supply goes to the switch first, as is often the case, then you need to run another feed out of the switch box, to the fan, or the lights.
