I'm looking for a good answer for an issue I'm having with some new LED light bulbs I got today. When I plug both 17w (150w equivelent) bulbs into the sockets in my garage they don't turn on at all. When I unplug one of the LED bulbs and turn on the other it won't light up either. However when I put one LED bulb in one socket and one incandescent bulb in the other socket both turn on the LED is perfect but the incandescent bulb only turns the coil in the bulb to a glowing orange.

All lamps have a size designation which is stated in eights of an inch (1/8").
That particular lamp will most likely not fit in your fixture if it is designed to take a standard A-lamp. That is an R30 size lamp which is 3-3/4" wide. An R20 style lamp (2-1/2" wide) would be more in line size wise with an A-lamp, which is actually an A-19.
Are these the the type of motion sensors which use the neutral wire? A motion sensor needs power to work. Ideally it gets always-hot, and neutral, and then provides a switched-hot to the target bulb. Such a unit should work fine, I use them widely.
However some motion sensors are designed like old school dimmers - they are designed to work in old-style "switch loop" wiring which did not provide a neutral. They get power by placing themselves in series with the incandescent bulb - they allow a small amount of current to leak through, not enough for the bulb to light.
This totally falls apart with CFLs or LEDs because their switch mode power supplies do not play nice with that scheme. My suspicion is you have one of these.
You can get new sensor heads that do have neutral wires and attach in the same way (screw into a 1/2" knockout). I use them widely and they play nice with everything.
Or you can get entirely new sensor/lamp combos which are sealed, since the LED emitter is going to outlive us all. Some of those are 12V internally, i.e. the sensor runs on 12V as does the LED emitter head. 12V detector heads are much more economical than 120V ones.
Or you can slap an incandescent into one of the lamp positions. Or a resistor of appropriate size which has the same effect.

The sockets are wired in series. For all I know, they always have been.
You can get away with it with incandescents, at a bit over 1/4 the light from each bulb, so a 150 looks like a 40.
With one incandescent and one LED, the LED limits current to about 130ma, which is not enough for a 150W incandescent to get up to power. As such, the incandescent doesn't see much current, and so can't drop much voltage. Therefore the LED sees near full voltage, and is able to function properly.
If you want to test the "series" theory, try installing a 150W incandescent in one socket, and a 25W incandescent in the other. If the 25 is much brighter than the 150, that confirms it.
Series is not a proper way to wire lights. The person who wired it doesn't know what they're doing. Have someone competent fix this and check all their other work.
