For the average old window what is the maximum weight air condition you should have installed without any support brackets beside screwing in the window frame from the inside? For example up to 50 pounds ok? 100 pounds risking it?

Since it sounds like it might be difficult for you to get to a lumberyard to build your own solution, you might be better off using a pre-made product. AC-Safe, makes Universal Air Conditioner Supports that might be useful in your situation.
The system requires you to screw the platform into the window sill (which may or may not be possible in your situation), then simply rests against the outside of the building to support the A\C unit.
I've also seen brackets that mount to the bottom of A\C unit itself, and offer support against the outside of the building (but I was unable to find an example online. I think Thermwell makes them).
Unless you can insulate, it will cost a ton of money. I get that it's a rental, but maybe the landlord won't mind if you insulate the garage. Having done that, get one of these AC units that only require you to make a 6" hole through the wall:
Talk to your landlord, they may not mind these slight mods, especially if you pay for the insulation.
However, if you really can't modify anything, another option is to build a smaller insulated shack in the garage, and AC that. Or, build a temporary wall to isolate part of the garage as an insulated and AC'ed space.

100 pounds is nothing for a window frame. Now if you don't have it mounted right you could break, crack or put stress the bottom of the actual window unit. This isn't a question of weight though, it is a question of how balanced it is and movement.
Is a 100 pound vs 50 pound AC unit more likely to have install issues... probably.
