It's a brand new swamp cooler. I've called the landlord twice to fix it he said the belt fell off the first time then the second time he said there's nothing is wrong. It's the same problem from before. I noticed it doesn't blow as hard as it did before. It's leaving everything black in the house the walls, stove, counters, and i just saw my white curtain black where the air goes through. I'll upload a picture of that. Any ideas what can be the problem? Nonsmoking household.

Using a water cooled condensing units for refrigeration is not a new idea - large chiller units have been doing this for many years, but it's not as simple as hooking up a hose and letting er rip... there's a lot of additional maintenance involved with all the cooling water infrastructure - even a simple spray evaporation cooling system requires nozzle cleanings, pump maintenance and such pretty regularly.
Home AC units don't really need the efficiency boost from evaporative cooling because the air cooled condensing unit(s) are efficient enough without introducing the complexities of water lines, spray bars and a drainage system for a small direct expansion system. If the condenser is not giving you the proper heat rejection - just upsize the heat exchanger... far cheaper and more reliable right?
That being said, I have a window unit AC that takes the condensate and splashes it back on the condenser fins to boost efficiency, and I know there is a model of RV air conditioner which does the same thing. It is possible this feature has been added to DX condensing units - but I have been out of the HVAC world for some years now.
You may be looking at the problem backwards, the freezing lines could be a symptom of the problem not the cause. Start by looking for blockages in the system that would cause lower air flow / heat exchange.
- Dirty filters.
- Clogged ducts.
- Closed dampers.
- Closed/Blocked vent covers.
- Dirty coils.
Basically if the system cannot exchange the heat/cold, it will not function properly and could lead to over heating/cooling.
Frozen lines could also be caused by high or low levels of refrigerant, so you'll want to get a service person out to check the refrigerant levels.

It is my experience that the bolt pattern used to mount the motor in a swamp cooler can easily allow the motor axis to be set not parallel with the axis of the fan shaft. When not aligned parallel the pulley on the motor, even when appearing to be lined up nicely with the fan pulley, can end up rubbing excessively on the sides of the drive belt. This can create excessive amounts of black dust as a belt wears. It is even more interesting that a new belt can be more subject to getting chewed up like this than an older used belt that has developed a glaze on its surface.
