I have a steel front door, behind a solid glass storm door. It gets so hot that paint bubbles and peels. Any suggestions?

For getting paint off a door, I highly recommend using Citrus Strip. We tried it on our old wooden door and it worked great, taking off multiple layers of paint. It doesn't work as well under a lot of sun and heat, so I would recommend either taking the door off the hinges or erecting some sort of tarp to block the sun from hitting it directly. Then get a paint scraper,and it will come off pretty well.
For painting the door, they make small rollers (cabinet rollers) that we also used on our door, and it worked out very well. They are only about 4" wide. I believe we used a latex paint, but I will check the can when I get home.
Primers (of either base) can be top coated with either latex or oil. Double check your primer label.
What doesn't work is an oil based topcoat (brittle film) over a latex topcoat (softer, flexible film).
An oil based primer is a good undercoat for exterior (or baths), due to its greater degree of waterproofing.

I'd bet on "poor preparation/paint job" (given that preparation is 90% of a good paint job.)
If you wanted to, you could use a high-temperature paint such as engine enamel (typically good to 450F or more) (no need to go for the exhaust-manifold paints unless your doorframe is charring, I think.) I strongly suspect that's not really needed; you could put a magnet on a thermometer and stick it to the door to get a reading for what the temperature actually is some sunny day.
