I recently replaced a water softener unit at my house. I wanted to add a hose outlet for soft water to rinse off the car. I was wondering if there are any code issues with adding a garden hose bib via a tee to the soft water side of the water loop?

I don't know about code, but I don't see anything wrong with what's shown in the video. You need a 3/4" MPT threaded to 3/8" barb fitting with a small hose clamp, or a 3/4" slip x 3/8" barb fitting to connect the PVC to your hose. The T on your house A/C is probably there to provide an overflow in case the exit on the outside gets obstructed, either by dirt or by ice. Obviously you want it in a place that minimizes damage should it overflow there...
Order an extra long washer drain hose.
Since your drain exits into a laundry sink there should not be concerns about flow restrictions. Be sure to secure the end in the sink as these washers push a lot of water very fast.

I see no problem with using softened water to rinse your car with. You do understand that it will cause you softener to cycle slightly more often and use a bit more rock salt. It that valve accidentally gets used to water the lawn then the cost could be noticeable.
