Plumbing – Cold water through hot water faucet only when cold water faucet is turned on

A few faucets in my house aren't getting any hot water. Kitchen sink and upstairs bathroom (directly above kitchen) don't get any hot water. Cold works fine. Nothing comes out if I turn on the hot water. The other bathrooms and sinks in the house are getting hot water normally.

The odd thing is that I can cold water to flow through all the hot water faucets that don't work if I turn on the cold water faucet in the kitchen. If I turn off the cold water faucet in the kitchen, cold water continues to come out of the hot water faucet in the kitchen for a few minutes until it goes back to a drip. All of the hot water faucets upstairs stop immediately. Turn on the cold in the kitchen, cold water comes out of the hot water faucets upstairs.

Why does this happen? I'm assuming it has something to do with the subzero temps in NJ the last few nights but I can't figure out why some water, just not hot water will flow through those faucets. Any ideas would be appreciated.
