Trying to replace kitchen faucet due to leaks. Was able to remove the top faucet portion, but the connecting piece to the bottom of the faucet does not appear to want to come off. I took off the screws from the 2 screw holes seen below.
It appears the brass piece may be attached to the rusted piece ?
Should I use a hammer and a flathead to pry the brass piece off ?
Would someone be able to point me in the right direction ?

Sometimes, things are obscured by a tap brace that you must remove.
The retaining nuts are not always easy to see in the darkness under a kitchen sink full of pipes and other obstructions.
But if you are removing the sink and tap and disposing of both, it doesn't matter.
You can undo the other end of the tap tailpipes and throw out the whole lot. In the worst case you can cut through the pipes (above the isolating valves obviously) with a suitable saw and tidy up later.
Our house is from 1970 and we have three of the exact same model faucets. The handle in particular is a bit rough on the hands so we were eager to replace. The drain cover says Price-Pfister.
Similar to above, the spanner nut was in there tight. On one of the replacements, I was able to use a type of hook wrench pictured to function as a way to hold it in place while I turned the underside of the spigot clockwise. This caused it to loosen. On another, I had to spray some WD40 on there to loosen it then once again hold it in place while I turned the underside of the spigot clockwise.
On both there was no budging the top assembly. Essentially you have to loosen it enough to be able to pull and expose enough spigot to take a mini hacksaw and saw it a little more than halfway. It takes about 10 minutes. After that it bends and breaks rather easily. Fortunately I did not need to break out the Dremel tool.

You're looking at a nut. That ring threads onto the nipple. It may not have been installed correctly. It's intended to be used as a clamp base, with the screws you removed tightening against the upper ring.
Partially reinstall the screws and use them to help turn the nut. Spray it with some penetrating oil or WD-40 to help loosen it.
You could also exercise the nuclear option and cut off the old faucet above to release it from below.
