I'm replacing the FRP board and I wanted to replace the handles while I'm at it. I'm not sure how to get the piece shown disconnected. The outer piece spins freely. Do I need to some how twist the inside part?

You need to remove the piece of bell shaped trim surrounding the cartridge. There is very likely a large nut under there. To avoid scratching i usually wrap the lowest part of this trim with 3-4 winds of masking tape, then undo with water pump pliers. These spread the load nicely. You maybe lucky and get the leaky cartridge first, if not at least you know how to do it,so the next one will be easier.
Definitely a "hex/Allen/socket" head set screw, you can plainly see the hex in your picture if you look close. I think you may have been using too small a key:

Use a pair of pliers to secure both pieces together and then turn counter-clockwise. This will then expose the valve behind the handle.
