Last fall, I noticed my first floor kitchen had a leak that dripped down through the lighting fixture. This happened during a pretty strong rainfall. There is a bathroom above it but it had not been used in a few days. This then happened two more times, both again during rainstorms. No leaks all winter.
I want to get it looked at before it happens again. Should I call a roofer or a plumber?
I prefer all slab penetrations to be sealed, especially if you are in an area where radon is such of concern to require a vent. Your local building code should spell out what is a locally acceptable material to seal the penetration but any sealant with draft stopping capabilities and made for wet areas should do the trick.
As to the water under the slab, nearly all of us have water under our slab, just some deeper than others but enough water for intrusion through the slab, crack, or otherwise in to your home is very concerning. The fix depends on a novel of conditions that could be causing or allowing this to occur.

A: "Intake" kind of works (we all understand it), but other helpful internet-search terms may include supply, PCV, and radiator.
Q: I feel the problem is due to new pressure in the system since the leak keeps moving, how do I diagnose if it is the pressure and what is causing the pressure?
A: A water pressure guage is how you determine water pressure and I think it will probably be useful (to know, at least generally, the pressure you have). I think that you will want to install a pressure reducing valve and possibly a water hammer arrester as well.
Also looking for any other advise or tips to figuring this thing out.
The problem might be vibrations. If vibrations are present, use a braided connector (for pressure above 25 psi) or you could use a rubber (radiator) hose connection (generally for pressure under 25 psi). Also, secure the pipes with straps wherever possible.
High water pressure can also cause leaks. If this is primarily a pressure problem, then a pressure reducing valve, and/or possibly a water hammer arrestor should help. You may want to install more than one pressure gauge (before and after) the radiator.

Roofer would be the initial guess. One has to guess that because the leak is seen during a storm.
Even though the leak may be coming in around the vent stack pipe for the bathroom it is still a roofers skill to properly seal a leak like that.
