I have a GE stacked gas washer/dryer #GTUP270GM4WW trying to replace the igniter,Took off front panel and can't get my hand in there let alone a screwdriver to get at the screw holding it in.I see nothing to remove to make more room. It's looking like I have to take the whole side off just to replace one little part. Any help would be appreciated

Furniture movers are glides that slip under the feet of furniture or appliances to allow then to slide.

You can slip a pair of these under the front of your unit and, if you can, under the back legs as well. If not, tilt the unit slightly forward and pull. This is best done with two people.
These stackables are usually placed one at a time, but the upper unit clips into the lower fairly firmly. There is often a screw connection. If there is not room to get behind to disconnect the upper, better to pull them out as a unit. Almost always the lines (water, power, gas, vent) are long enough to get the unit free of the closet and to then reach behind it, but check as you go, using a mirror if need be.
Your test procedure is a good start. However, you should confirm 0 volts between all possible combination of wires, including ground. And if your water lines are copper, test between that and the wires, too.
Also, you are wrong about the function of the wires. Black is hot, white is neutral, and bare is ground. You got white and black backwards.

For most every dryer you will need to remove panels and the drum to access the burner assembly. For stacked units, you should go ahead and "unstack" it; that is, remove the top dryer from the washer. Then you would normally open the door and look at the upper door-seal area to remove a couple screws that hold down the top. Remove the top to access the screws holding on the front panel. Remove the front panel and the drum to access internal parts.
If you have not done this before you should do more research or hire someone, as there are specific steps for removing and reinstalling the drive belt and drum. Not saying you can't do it; just saying that there is not room in this forum for a complete description of all the steps. There are lots of videos and info on-line, search "GE dryer drum removal".
