I am about to build a canopy/enclosure for heat pump outdoor unit to protect it from strong wind and angle rain. It needs to cover the unit all around but still allow free air flow.
Ideally the walls of such an enclosure would be made of metal "venetian blind" panels that are fixed/unmovable. The panels would look like this but without the ropes:
Is there a common name for such panels under which they are available on the market?
Sounds like either the gutters aren't secured tight enough, or you don't have a drip-edge flashing between the roof and gutter. The drip edge deflects water out and away from the house trim and into the gutter. You install it under the shingles, pulled out slightly from the trim, and secured with roofing cement.
Looks to me like a standard 5 gallon plastic bucket, with lid could be cut with a hole for the fan shaft in the bottom and a slot for your mounting pipe on the side. Once mounted, cover the slot w plastic and screw or pop-rivet in place. Wiring will need another hole. Sun might make the bucket brittle in 5 years, but even with thin metal, you're going to need to do occasional maintenance.
