The new toilet I'm installing has a side to side rock(pre wax ring test) of between 1/16" and 1/8". Is the wax ring sufficient to overcome this gap? A level indicates the left side of the toilet as I face it is where the shim would need to be placed in order to stop the rocking and have the toilet remain level.

I believe that your statement "the toilet is also supposed to apparently have a shut off valve" refers to rough plumbing and NOT the toilet. I am not aware of any toilet with a shut-off valve inside the toilet. If you don't have an external shut-off valve close to the external supply hose/pipe that connects to the toilet tank, you may not have a valve. In this case, the only way to turn off the water supply for the toilet is to find another valve on this system- most likely the whole-house valve, like keshlam suggested. It is unlikely that the shut-off valve is in the wall.

Code requires toilets to be caulked at the floor, that, IMO is a mistake. If the toilet does develop a leak, it will be restricted under the toilet and the subfloor, and may leak for a while before it is detected. So much for that.
The toilet can be shimmed to keep it from rocking. Because of the rocking, what is not leaking now eventually will leak. The grout that the other installer used will act as shims to keep it from rocking as well, but back at the "if it leaks" issue. If you feel you need to seal it in some way, do not seal it 100%. Leave an inch or so not sealed at the back where it is not noticeable, that way it will look good and water can get out if need be.

Install the wax ring pressing firmly all the way around the toilet. Use your level again. You can add wedges on one side by sliding them in gently. I would use more than one for stability. Don't slide them in too far or you will break the wax seal. Once you get them where you need them, tighten up the floor bolts. To finish, cut the excess from the wedges and caulk around the base.
