I'm planning to build a privacy fence around our property. I want it to be as tall as the local code allows. I'm having trouble understanding the code for out lot.
Does the plan above follow code?
Since it is a corner lot does fence on the side near the side road have to be 6 ft?
What layout would be code?

Eight feet is a common distance between posts, due to it being a standard lumber length. You will have a stiffer, longer lasting fence at 6-7 ft. An integer number of pickets with your desired spacing is a good way to decide from a design standpoint.
I prefer to sink posts to at least frost level (42" in my area). The 1/3 advice is good if frost is not an issue.
I also prefer crushed gravel (21AA or paver base) to place wooden posts (versus concrete or pea gravel). 3-4" in the bottom of the hole (beneath post), continuing up the sides of the posts to just below the surface. Give the post a push after first 5" and tamp along all 4 sides as you fill. This technique will greatly extend post life and minimize rot.
I've used the gate brackets that you build into the gate which have hinges built in. They will stabilize a 42" gate (each side). Extra long screws on the top hinge are helpful. Stainless steel cable run diagonally (with adjustment turnbuckles) run from the top of the hinge to bottom of the gate (at the opposite corner) will make it sag proof.

The best way is to put two posts directly adjacent to each other - the vinyl one to the front and the wooden one just behind it, or just inside it depending how you want the front corner to look - the wooden one should also be braced to the next wooden one as it's an end-post for a tensioned fence. Putting the wood one inside will probably look better from the road, but mock it up and see what the arbiter of appearance in your household thinks.
Might also matter what critters you are trying to keep in, or out.

You don't say where you are located but based on my experience and looking at your code, I would say you have problems with the fence in your drawing. Your fence exceeds 4 feet where it extends beyond the front of both houses on either side. To be sure, you should show your plan to your local building department (you probably need to do that anyway to obtain a building permit). They are the ones you need to convince.
