I am wondering how long after applying the stain do I need to wait before applying urethane. The weather in my parts is a bit capricious, so I am keen to keep wood outside as little as possible.

Definitely wait. The temperature will be dropping low enough during the stain's curing process that many problems could present themselves.
GOOD NEWS, HOWEVER! If you used pressure treated lumber, then staining the wood is almost entirely an aesthetic decision. While lack of a stain will cause a greying of the wood over several years of UV exposure, the wood beneath the grey will remain sturdy. (Also even with the stain, eventually UV will take its toll.)

I just crafted an outdoor booth for spray painting kitchen cabinet doors. I have a pop-up tent (that we already had) for the roof and structure. I have hung 8 cheap ($5 ea.) plastic shower curtain liners around the perimeter and a cheap plastic tarp for the floor.

The stain needs to be dry but also make sure the wood does not absorb moisture.
Normally wood for interior use needs to be kept indoors / under cover within temperature and humidity limits otherwise it can start to bend.
