I have a Rubbermaid Configurations closet organizer and have no confidence in the enclosed hardware. I have a mobile home and the walls are all paneled – the studs very difficult to find as well as being smaller than 2×4.
What type anchor screws should I use? Should I use furring strips?
Most mobile homes have studs, though they are often smaller than the 2x4s you'd find in a house. If you can't find the studs, or don't want to attach the shelf to the studs. You can use toggle bolts to attach the shelf to the wall, though the weight capacity of the shelf may be limited.
Follow the manufacturers installation instructions, to install the shelf using toggle bolts.
The manufacturers documentation should also list what materials are suitable to use the toggle bolts with, and the load capacity of the toggle bolt.
You could but why would you?
You are going to have to mud/tape your corners whether you take the drywall out or not. It will take you no more than 10 mins to dremel or knife out those two tiny sections of drywall.
Why you should:
Points 3&4 could lead to a wobbly wall. Think of taking a big couch down in this basement. Corner of couch hit door frame hard. You don't want the top moving.

The best solution would be to attach a finished piece of plywood over whole wall.
Hollow Wall anchors work best on thin paneling. I like toggle bolts except for the fact they make a big hole in wall.
