Water only come from hot water faucet when I turn on both

I have a situation where all hot water faucets in my home give me a dribble and eventually turn off. However, if I turn on the hot and cold, and turn on another hot water faucet nearby, then the nearby one runs water from the hot water faucet with low pressure, but doesn't run out.

Also, the water from the nearby hot water faucet never turns hot. We have had freezing temperatures, so it's probably related.

What can be the cause?

What can I do to fix the hot water issue?

Update: If I turn on all hot water faucets, the eventually dribble out and turn off. Then, if I turn on any cold water faucet, then I get a dribble in all off the hot water faucets.

Sounds like you are draining your hot water heater by gravity ,then it slowly refills . The slow refill is because of a restriction in the supply lines or very low city pressure, Right now I also have the very low city pressure ( E TX). First verify what is the situation of your city water pressure.
