When I turn on the hose outside my house, pictured below, water pours out of the top of it and goes all over the place.
Does anyone have any suggestions as to how I can fix this without having to replace the whole thing? Does anyone recognize this component and can recommend a part ?

As the comments have pointed out, that is a compression fitting and not a threaded fitting. Removing it should be relatively easy. Loosen the nut by holding the valve with one wrench and turning the nut with another. Once it is loose enough, the valve should just pull off the pipe.
You will have to examine the exposed portion of pipe once you remove the valve to determine if you can re-use the pipe and valve as-is or if you need to cut it inside and install a new stub that you can then install a new valve on. I doubt you will be able to re-use it (its damaged already, hence the leak), so in all likelihood, you will have to replace it. If you do replace it, get a ball valve (1/4 turn) as they are more reliable and easier to operate.
Hopefuly you have an inside shutoff valve for this. If you don't, you will want to ensure you have everything you need before starting this project as the water to your house will be off. If you do have a shutoff then just close it and you can take as much time as you'd like.
Note that you should not use pipe tape or dope on compressing fittings.
The next step secret to getting more of this faucet apart are the two slots cut across the cupped part. See the arrows in the following picture.
It looks to me as that the cupped part is threaded down inside the larger diameter part that sticks up from the hole in the sink. There is probably a special tool used to engage these slots to thread the part out. It may be possible to lay a piece of metal bar stock across these slots as a tool. If you do that make sure that it has nice square corners.

The anti-siphon part on top is broken. You need to determine the brand and purchase the replacement part for the anti-siphon.

For the similiar style shown in my comment earlier, a replacement part is sold. If your faucet is a PRIER or Mansfield, this is the part needed.
You would order a similar part/kit for your brand.
You can unscrew the plastic part, It is most likely cracked to gush that much water. Try this universal replacement part shown in this Youtube video.

I found this part, which looks identical to your photo. Remove the plastic piece and see if it looks like this.
IF the right blue handle is turned inline with the outlet, water should come out, even if the top cap is leaking.

You stated you didn't want to replace the whole fixture, It might be easier (@ more cost) to replace the whole faucet with a similar type.
Another solution is to replace the broken faucet with a standard hose faucet, and add a vacuum breaker part on the hose bib end.
