I have a few burned out bulbs in my rental unit, which need to be replaced. Have never seen bulbs like this, cannot find any labels, and can’t even figure out how to remove it! Does anyone know what kind of bulb this is, or know how to find out?

If you don't want to get an 20' extension ladder (which can be very difficult to transport home from the store), then you can get one of the Little Giant or Werner multi-ladders:
Or you can get the werner folding ladder:
But, a good ladder will pay off in more ways than just this - cleaning gutters, etc.
What were they thinking? I'll tell you exactly: "the last guy" installed that bulb from a boom lift or the top of the ladder and declared mission accomplished. Never thought about the feasibility of changing it from the ground in the future.
Rent a boom lift and change that fixture
Select one that has an Edison base aiming straight down, and that has a big enough hole in the shade that it can be reached. And then, put no bulb in it and come down to the ground.
Then, from the ground using a common bulb-changer stick, install a modern LED "bulb". Do not install the first bulb from the boom lift; that was the last guy's mistake!
If this just doesn't work out with that fixture, then take it down and put up another fixture that does, while you still have the boom lift.

If that's the kind I think it is, it pulls straight out; it's just held in place by friction. Use a towel or something so if it breaks you don't slice your hand, and wiggle it back and forth a bit along the long socket axis.
EDIT: These are called a Glass Wedge Bulb.
