Is this a type I cannot find, or is this just a normal flat rubber type that has been shoved into the kerf cut, folded over, and stapled?
If the latter is the case, any idea why someone would do it this way, or is this common?

In addition to the other ideas suggested you may want to investigate installing a driveway drain that is a trough cut across the driveway and covered over with a grate. This way any water that comes to near the garage enters the trough and gets shunted to the side of the driveway. The shunted water can then pour into a large french drain or could be diverted to a downslope area.
Here is a picture of what that would look like.
For anyone who encounters a similar situation, I did just find that the channel under the door needed filling with some clear silicone sealant. Once I did that then the leaking stopped.
I have no idea why the sealant was missing, maybe a previous tenant removed it because it got mouldy and looked bad.
Either way problem solved and thanks to Jim and brhans for the pointers that got me to the correct solution.

It's a bit hard to tell what I'm looking at from that one photo, but it may have been someone's attempt at a homemade version of the common commercial weather seal that you see on modern overhead doors.
I'd probably remove it entirely and start fresh. 3 pieces of vinyl molding with rubber gasket will probably cost under $25.
