You need a Torx bit also sometimes referred to as star drive.
You may be able to get a fixed screwdriver with the right size one but it's generally a better deal to just get a bit assortment and mount an adequately sized one on some sort of a socketed shaft, depending on the application.
Note: Torx drive invented originally by Camcar Textron to eliminate the rounding issue standard hex drive bits suffer.
Looks like you need an 8-point socket. It is hard to tell the size from the picture but it looks small, you will probably need one in 1/4" drive. If you want a driver for it, you can get a 1/4" drive socket drive handle.

This is secure hex bit or similar. There are a bunch of varieties. The basic idea is to take a "normal" head (e.g., a standard hex or Torx) and add something to prevent the regular bits from working. It is of limited use as far as real security because the bits are usually not hard to find. For example, this set from Harbor Freight or this set from Home Depot. Search for "security bit" or "tamper proof bit" or similar.
